Let's say you're in a chat room with some others and someone, without warning, shows their buttocks and/or genitalia on their video cam.  What I need to know is if this is illegal or not, especially when there is a minor present.  It seems to me that it would be, but I would like to know for certain.  Thank you for your help in this matter.

Of course it's illegal.  It's indecent exposure and no different someone doing this in a public place.

The best thing you could do if it bothers you is not chat with said person again. What led them to drop trou anyway? If anything they should respect others they're chatting with whether they want to see such or not and especially be cautious whether there are minors present or not. Your best bet I think is to watch whoever it is you talk to and screen your chat partners better, to them they may have been joking around in their mind. It's the net. Anything can happen.

This person, whose name I know, has trolled the chat room from time to time, and he's a former member of our board who was banned a few months ago.  Someone had made the mistake of making the password public, so now it is given out via PM.  So let's say he somehow manages to get in again.  Is there anything that can be done if he should expose himself once more?

you should be able to block them ... most chat areas and forums provide that. You should also be able to report the bahvior to the site itself. I know AOL chat used to kick you off for doing anything offensive to others.

I'm not sure how the law goes on that one since the internet is international.
